I found the article pleasantly brief and informative at the same time. It seems like a good idea to emphasize both the good and bad parts of the paper(s) under review and to give productive feedback on the negative parts that will help the writer know what to change. Without positive feedback, the writer will not know what parts he needs to keep, and without constructive negative feedback, he will not know what to change and how to change it.
