I think that a rubric for a peer review would be very helpful to with organizing thoughts and relaying them to others. However, I think some concepts in papers are difficult to criticize without face to face interaction. For example, opinions on tone and general aesthetic of a paper would be difficult to translate onto paper. For this reason I think that a rubric would only help the process partially.
